In 2008, an industry-wide group of producers and importers came together to survey their colleagues, research options and hold more than 75 informational sessions at state and national meetings across the country over three years. Their draft governing document summarized the consensus of all parts of the industry.
The USDA made minor edits and is now seeking public comment. Normally the comment period lasts 30 to 60 days, but when asked for longer due to harvest season, the USDA complied, allowing 91 days for comment. Subsequently, at the request of multiple tree producers, the comment period was granted a rare extension.
Comments were due by the end of March 9th, 2011.
At that point, the USDA will review the comments and make one of three decisions: Institute the order, make changes and institute the order, or deny the order.
